Thomas Noah speaks to cadets and faculty on Winning Hearts and Minds (WHAM) during the Philosophy Forum last month. Noah argued that traditional "Winning Hearts and Minds" strategies rely upon a problematic psychology of emotion versus reason, and, therefore, almost exclusively focus on economic and security incentives to motivate cooperation; instead, a more realistic psychology of motivation suggests that, in order to secure corporation, WHAM strategies should also target socially conditional preferences.
